task-based TPI

The way Two Person Integrity (TPI) is currently implemented collides with our security policies and is not considered a true "4 eyes principal". When SecAdmin1 approves a time slot of X minutes for SecAdmin2 to do anything with superuser powers this opens up a potentially vulnerable time frame. Even when SecAdmin1 is closely following the audit log, they're always at least one command behind of actions in case something unwanted/unexpected happens.

Instead we'd like to see TPI either being modified or a new option being added to become task-based: SecAdmin2 submits the task they'd like to run. This task gets queued and only upon approval by SecAdmin1 it will get executed.

    implementing this in the way described above would match the process which has been implemented in Storage Protect where the function is called 'command approval'
