Volume creation with CSI based on capacity and/or performance of target FlashSystems

See this idea on ideas.ibm.com

Customer is finishing a PoC that will select OpenShift as their VMware replacement platform. During their day-to-day operations, they provision a large number of volumes for new workloads. This will increase with OpenShift, which requires more volumes than VMware. They have asked for the ability to have the CSI driver select a target FlashSystem for new volume creation, based on available capacity and/or performance of the target system. They appreciate performance is a moving target, but capacity is a valid concern. If done in a round-robin fashion by OpenShift admins who aren't intimate with the underlying storage  infrastructure, this could lead to a large amount of re-balancing post-provision. Eran Rotker, CSI Development, is aware of this request.
