Have Volume Group next scheduled snapshot be DST aware

When you have a daily snapshot policy setup for a volume group, the next scheduled snapshot is always 24 hours later.  When daylight savings time is involved, this will lead to the snap shot being taken 1 hour later/earlier in the day (according to the clock).  We have applications that adjust the time they are running based on DST and scheduled our daily snapshots based on those, leading us to have snapshots that happen too late (or too early) for the application, and so need manual rescheduling.

We would like the next snapshot schedule to take into account DST, so schedule the next snapshot for 23 (or 25) hours later when DST is in play.
