IBM_INSTALL_fs_usage to made permanent to avoid Node issues in iBM 9500

FA utility was designed to report on the usage of /data filesystem so that you would be able to monitor for the situation you encountered on case TS017213594 related to defect SVAPAR-98497.

But we noticed this not built-in and its custom utility which is getting erased during IBM Storage Virtualize upgrades of the IBM 9500 arrays to newer versions.

Considering this utility is critical to monitor the Node error 565 "Node internal disk is failing" due to /dumps full, the utility should make available all time post code upgradeand available to use anytime.

Thank you for submitting this enhancement request.

After giving the request a comprehensive review, we have determined that we cannot include it as a candidate in an upcoming release because it is not consistent with the product architecture.

The system is designed to manage the filesystem with no user cleanup required. The utility was a workaround for a defect which has already been fixed. We will continue to work on additional infrastructure to protect filesystems from this kind of error in the future.
