Relaxing IP quorums placement dependency on the Ethernet ports where the service IP address assigned.

Currently, IP quorums for HyperSwap as well as Policy-Based HA configurations need to be connected to the systems' Ethernet port where the service IP address being assigned. This current design of placing IP quorums prohibits from having a secure network connection at the cusotmer site. For example, if the remote support facility is configured on a system, the same pair of Ethernet ports assigned the service IP address must be used to connect IP quorums. Many customers have security concern with this network topology.
