Add support for SSH Batch Mode with MFA enabled

In current 8.6.x code, if MFA is enabled on a system, SSH Batch Mode functionality is broken (per SVAPAR-112569).

SSH Batch Mode functionality is required for functionality of some external 3rd-party applications (including Galileo Performance Explorer and Stor2RRD monitoring solutions). With above limitation, on a system using MFA on 8.6.x code, these applications can only function if they utilize a local account, which breaks Security Best Practice of using exclusively Remote Auth. accounts (except for local 'break-glass' and disabled superuser account).

Please remove this restriction of allowing either MFA or SSH Batch Mode, and allow both. (With User Groups containing remote accounts that use SSH Batch Mode being set to NOT use MFA.)

    Please resolve this issue. This is really not even a Feature Request / Idea; it's a CODE BUG. This functionality worked fine prior to 8.6.x code, and the implementation of MFA broke it. Justification of the need for this functionality was provided in the submitted Idea. Discussions over a year ago with Dev had them admitting that allowing SSH Batch Mode for User Groups set to NOT use MFA was a desirable configuration. Why is this limitation still here, a year-and-a-half later?!

    This issue still exists in 8.7.0.x code. Please resolve.
