Add command that will display the eta for the full process to bring a drive back into use after its replacement.

In certain cases, you'd like to know the full time all work related to the replacement of a drive will take. For example, we had a major issue, with multiple hw components needing to be replaced. I can't replace the next one, until this drive work is done. I need to coordinate with folks in the data center and IBM hardware support. Knowing the full time eta it'll take until it is completed would be most useful to ensure I'm going to be able to take the next corrective action. I know in most cases, this all will happen in the background and that is fine. But, in some cases....you are going to want to know.
