If there is a broken or offline canister, make it easier for the offline canister to rejoin the good canister after the offline canister is replaced

Customer had a canister that was replaced.  The new canister would not boot.  Support had to work with the admin to run the chbootdrive command to update the serial number to the new canister to get things fully working.  The request is for an enhancement where the bad canister can be diagnosed/fixed from the 'good' canister (the one that was not replaced).  The good canister should be able to notify the customer that they have a canister which is offline and give the option to boot and force it to join - upon replacement of the bad canister.
