Request to allow configuration commands to run during code/ifix upgrades.

During the code upgrade process of flash systems, the configuration commands are not available from the time that the update process starts to the time that the new code level is committed. These restrictions stopping us to use self-service API to request and consume those storage resources anytime. We were unable to perform some of the actions like create volume, delete volume, attach volume, detach volume, VM migrations etc. These failures has put those volumes and VMs into error state in OpenStack and required a reset-state to recover them back to normal.

Our business requirement to have storage services enabled to end-user with zero interruptions like other cloud service anytime not stopping.

But now need to consider this as an outage from the click2compute customer perspective.

we need IBM Engg team to look this issue and make enchantment to allow customer to run the configuration commands all time with no interruptions during upgrade or maintenance planning.
