Logging for when a host exceeds its Throttling limit

Currently when a host exceeds it's Throttling limit there is no logging to inform us a host has hit its limit. With old XIV's and the A9K arrays, whenever a server hits its QOS limit, we would get an Event and could then investigate why a server was hitting the limit and whether it needed to be increased or not.

With the FS9500 arrays, there is no logging so we have no idea if a server is hitting the limit or not.

This idea has been raised for the 9500 to log an event when any server hits its throttling limit.
