Thank you for submitting this enhancement request. While we would like to implement all the Ideas we receive, for maximum transparency we are closing enhancement requests that don’t currently appear on our two-year roadmap. We may revisit this request in the future.
You can achieve what you want by not having a disk quorum in site 2, or automating it with a script.

As an example, we have a setup with 3 data center, 2 x SVC and the quorum on a 3rd location. Becaus of the quality of the data center it was decided, that in one data center all the production systems should run in (e.g. UPS is decinded to have "power for ever"). So in a case of a global power outage (blackout), we would first loose the connection to the IP quorum, but the connections betwenn data center 1 and 2 will remain becaus of dark fibre. Approx 1 day afterwards we would loose the 2nd data center because of no power any more.
This is just one example, but in this case we would like to have to have the possibilty to define, in the case that the connection to the IP quorum is lost, that the disk quorum should be in data center one.
In the case of questions we could have a call as well.
Can you provide more information about why you want to influence which disk quorum will be promoted?
