make environmental stats available in SVC nodes

For a while now, Storwize and FlashSystem controllers support environmental statistics like watts used and temperature, which can be queried by 'lsenclosurestats'. Funnily, no recent SVC generation supports this command, ie SV1/2/3 and SA2. Many customers using both Flashsystems and SVC would like to poll environmental stats from their SVC nodes as well for a complete picture. Please implement the SVC equivalent to 'lsenclosurestats' to see power usage and temperature of the node enclosures.

    I would say it would be great solution for any equipment movement between DC. That would help to plan power consumption etc.

    Please also work with the Spectrum Control and Storage Insights teams so that those applications will capture the data and store it to show the process over time
