Number of Global Mirror independently consistency Groups

Increase the overall number of INDEPENDENTLY operating consistency groups:
Today we have a limit of 256 consistency groups organized in 16 independently operating sets of consistency groups for Global Mirror. This request mainly applies to the nearly synchronous implementation but this is also a requirement for the low bandwidth GM setup.

In addition the number auf outstanding transactions need to be raised from 500 to at least 1000.
