Extend valid settings for option "etfcmoverallocationmax" on mk|chmdiskgrp commands and its applicability in general.

Currently the option "etfcmoverallocationmax" offers four valid settings "100,200,300,400" to set the maximum over-allocation which Easy Tier can migrate onto FCM arrays, when the array is used as the top tier in a multi-tier pool. It currently works only on FCMs, not on any other type of flash media (SSDs) and only on the top tier.
IBM has released a best practice of "Do not provision 100% of the physical flash", https://www.ibm.com/support/pages/do-not-provision-100-physical-flash which applies to any kind of flash media used in our Spectrum Virtualize products.
So in order for any end user to easily comply with this recommendation (and to keep garbage collection inside flash media running with little performance impact) we should make two changes to this option:
1. Make it work on non-FCM arrays also and with "flash" being any tier, not just the top tier.
2. Add a fifth valid setting for this option: "85". This way Easy Tier will stop promoting extents onto non-FCM tiers once it reaches the 85% watermark.
