Scheduled Task action type improvements

Use case:

Proper automation of SGC backups in a MT topology. Backups are automated on Site 3, using GM secondaries H3 as SGC source.

The automation should ensure to create backups, but prevent the DR RPO remains impacted if the backup task fails in any step.

This can be accomplished by concatenating another task on error that attempts the StartGM step for the affected role pair. However, this is not suitable for all kinds of backup task errors, because the backup task could fail already with the Suspend GM step, for example because GM leg is already suspended on purpose due to ongoing DR test or other planned maintenance activities.

To prevent to kick off the backup task always by schedule without starting 'state validation', a ‘preparation or validation’ task would be required for the schedule, that can verify whether the actual session situation makes sense to kick off the backup task. And only once the validation task completed OK, it will concatenate the backup task.
However, given the available validation capabilities in CSM 6.3.17, there is no clear validation rule that can justify whether GM is running, or whether the required Suspend GM command is allowed.
