Reconnect message in the console to match the disconnect message

Currently, CSM seems to only show a message when it is disconnected from a DS8K storage system but not when it subsequently reconnects.

We would like CSM to similarly post a Reconnect message when the connection is restored. This will be very useful for our automation as we can configure it to wait a certain amount of time after a disconnect to see if a reconnect occurs before sending out alerts. Sometimes the disconnect is quite short and is not worthy of alerting the various teams and checking the status. Also, absent a Reconnect message, the command center staff is not typically savvy on CSM so they must call out to the storage team to investigate whether the system has already reconnected. The Reconnect message will make this entire process easier to manager and require much less effort from our team members.
