Trigger email/report when sla run contains failed vms

If a job that has run contains failed vms, sytem should send out email/report to pre-defined address to report this incident.

TS7700 should have dual cec to eliminate single points of failure

TS7700 clusters have a single power series cec which requires outages to update microcode. Installing a second TS7700 shouldn't be the only option for higher availability of a TS7700. Enhance design to use dual cecs.
