Increase logical tape drives per cluster to more than 496

TS7700s get more robust with each generation released allowing for more systems to share the high-bandwidth I/O and storage capacity but the logical tape drives have not increased, making it difficult to assign sufficient tape units to each sharing z/OS sysplex. I believe the limitation exists with a total number assigned to a composite library but it shouldn't be assumed each of 8 clusters would be online to a specific host. Customers many need many more logical tape drives assigned from one or more clusters but not from other clusters, never exceeding the total for the composite library by z/OS system. Maybe 2048 per cluster should be permitted.
