Enable/disable EasyTier for a volume in the GUI

Currently the Easy Tier setting for a volume cannot be changed in the SVC GUI. A function should be added to the properties panel of a volume.

SVC custom alerting

Customer would like to change the error code 1187 to a higher severity than warning. Warning would not generate an email to let them know that they have a node down. Alternatively would like to change alerting on individual error codes.
