mmnetverify fails ungracefully when --target-node is Windows node

When run from Scale node on x86 RHEL 7.3 (x86), mmnetverify fails ungracefully when --target-node is a Windows node.Moreover, it fails inconsistently when used with the node's "Scale" interface vs. the Admin node name, providing additional confusion.

SI reporting for Scale quotas needs more info

When using quotas on Spectrum Scale, a grace period can be configured before the quota is enforced. Native Scale commands can report on how much grace is left. SI (and presumably SC) doesn't report this.

In unfied file and object env, there is some cases that ibmobjectizer should have an option to run only some selective filesets or containers to avoid sudden additional heavy workload due to ibmobjectizer run.

RFE for GPFS - requirement for a non root user to be able to run their scripts under GPFS without errors / SELinux related

It seems like there is a limitation in GPFS that a non-root user may not modify extended attributes of a file unless they are in the "user" namespace.
