Simplify addition of "ephemeral" native clients

To add a client to a Spectrum Scale cluster requires that both the client node is booted and for the administrator to run administrative commands on an admin node.

In a virtualised environment where clients are elasticly created, this is difficult as the administrator needs to be able to run the command after the VM being added has booted.

It should be possible for the admin to "pre-stage" clients for addition to the cluster when they try to join later.

This is also applicable where new nodes physical HPC nodes are being added to a cluster. The admin should be able to define the new nodes, use xcat to discover and an OS side configuration management tool inject the appropriate information into the system to enable it to automatically join the cluster.

A prestaged client would be excluded from common admin commands until it had joined to reduce the imapact of (e.g.) mmgetstate -a being slow.
