Automate process to deploy OS+drivers in protocol nodes

Today approach to deploy protocol nodes is to use xcat for protocol node OS+drivers and Toolkit for protocol node rpms. This request is to provide a supported automation to deploy OS+drivers for protocol nodes.

SI reporting for Scale quotas needs more info

When using quotas on Spectrum Scale, a grace period can be configured before the quota is enforced. Native Scale commands can report on how much grace is left. SI (and presumably SC) doesn't report this.
