Extend "deactivate data" to other applications, not only limited to Oracle

Currently, the "deactivate data" command is limited to Oracle data. It should be expanded to include the other application data such as DB2, SQL, etc. Also add the filespace option to the command.

increase IBM Spectrum Protect transfer rates to SWIFT/S3 capable ObjectStore

Current data chunks aggregation rate between TSM's deduplication engine and HTTP PUTs is too low to take full advantage of huge bandwidth SWIFT ObjectStore can provide, especially when Erasure Coded data placements algorithm is used.
