Datamover rebalance command should also rebalance the data each DM is responsible for rather just the number of VMs.

The rebalance command only balances the number of VMs managed by a DataMover, but not the amount of data. We think that would be as important if not more than the number of VMs being managed. Ultimately a rebalance operation that takes both items ...
