Allow ZDMF to move allocated data sets.

Per the ZDMF manual and other IBM publications it is stated that data can be moved/migrated while allocated to applications. I have never been able to do this. If a data set is allocated It will not move until the allocating application is brought down.

I’ve copied the following paragraph from an IBM publication. IBM z/OS Data Set Mobility Facility Version 3.4.1

zDMF facilitates data migration while applications continue to run and fully access data that is being migrated, eliminating application downtime usually required when migrating data.

Business benefits of zDMF
Traditionally, when performing data migrations at the data set level, users have been forced to deal with application down-time during the actual relocation process. This is because, though excellent facilities exist for moving data, they require the exclusive usage of the data set during the migration process. zDMF differs from these other migration techniques in a major way. zDMF does not require the exclusive usage of any data set during the migration process. Due to this, the following business benefits can be gained through the implementation of zDMF: • Elimination of limited migration windows 4 IBM z/OS Data Set Mobility Facility : Reference Guide Migration windows typically take place on weekends. Time allotted is usually very small, possibly several hours in duration. During this time, applications are taken down, and then data can be moved. zDMF allows you to move the data at leisure at any time of the day, turning a once-a-week migration window from 2 hours per week to the full week, or a 168-hour migration window.

    After a discussion with the development team a decision was made to include that the documentation will be updated to clarify.  The request to change the code is not under consideration at this time.
