Develop a conversion utility for Day 2

develop a conversion utility for Day 2 to change blksize on all static files so when ZDMF is invoked to encrypt those files, blksize gets changed at the same time (this would mean static files remain in the clear until the utility is developed, tested and rolled out so updates to our CCW would be needed to inform Risk/Security that static files are out of scope for Day 1 file encryption) OR; change ZDMF to skip the blksize check and proceed with encrypting the files even if blksize > 27990 (this would be okay b/c we would have procured the necessary additional DASD to cover the additional storage required)
