ZDMF non disruptive dataset move

We have many 3380's and small 3390's.
Requirement is to be able to copy/move datasets from 3380 to 3390 non disruptively + 3390 datasets on small 3390 volumes to large 3390 volumes.
By non disruptive i mean without even momentary start /stop of eg CICS or DB2

The TDMF/zDMF development team is looking into the feasibility of moving 3380 to 3390. The second request for a completely non-disruptive solution may also be considered.
