G0015 message should have corresponding information in TS7700 MI

We recently had a very short 16 second total WAN outage between our two data centers. During this time at least one cluster in every VTS grid send out this message:
CBR3750I MESSAGE FROM LIBRARY PVTD016: G0013 Library 00016 has experienced an unexpected outage with its peer library 00014. Library be unavailable or a communication issue may be present. SEVERITY IMPACT: SERIOUS.

Since this went to our z/OS instance and got trapped we had a number of service tickets to track the outage. However, when we logged in to the VTS GUI we saw no messages or any indications that there had been any network outage. In looking further on z/OS we did see this message come out 16 seconds later signifying that the network issue was resolved:

CBR3750I MESSAGE FROM LIBRARY PVTD016: G0015 Library 00014 has restored communication and is now available to the peer library SEVERITY IMPACT: INFORMATION.

While the initial G0013 message is important information not having a message in the MI that indicates a network problem is confusing and doesn't allow our second level team to quickly diagnose the root cause. Based on reading through the messages white paper it does appear that there are other network outage related messages but just not for this exact scenario.
