TS7700 Set LVOL to non used state for removing a TMC range of tapes

The customer wants a way to set a volser or a range of volsers to a TMC Delete state so that the volume will not being mounted as a scratch in preparation to remove the volser or range.

    There is an alternative suggestion. Set up a separate scratch category and move the volumes you would like to delete and then delete them from there. This is a workaround that is suggested while we investigate for future release.

    Development (Kerri) is planning to create a script to resolve the immediate issue and we will work to get a permanent fix in a future release
