TS7700 ignore 'delayed premigration' on copy clusters

Today TS7700 can delay premigration of virtual volumes with specific storage class settings. One can setup e.g. cluster 0 to use a premig delay and on cluster 1 to not use a premig delay. However, when you want to operate in dual active cluster mode you probably want to keep your virtual volume in cache in your allocation cluster and use delay premigration, but your copy in the target cluster (regardless of the copy consistency policy) should be (pre)migrated to physical tape as soon as possible. And this should work in either direction in dual active cluster mode. This is not possible today.
I suggest to introduce a new COPYFSC parameter to ignore delay premigration in copy clusters.
