Broadcast a warning message when the active logical volumes are near the logical volume license

In the current design, there is no alert setting that will broadcast a warning message when the active logical volumes managed is near the logical volume license. Many customers rely on automation to get an alert from any subsystem in their environment when a potential issue may arise. There should be a default setting and a customer selectable options.

    I suggest to add an LI REQ SETTING2 ALERT as well as an event in the MI
