Enforce stricter controls for config changes/limits on VTS TS7700 Hardware

The IBM TS7700 hardware allows changes in the configuration/limits which could lead to a complete lockdown on the front-end, e.g. when increasing the premigration queue far above the PMTHLVL. This status, in particular, cannot be changed nor the queue reduced afterwards, thus leading to a possible degradation which could last for hours, or even days, depending on the amount of data to be handled. Neither the customer nor the vendor would be able to change this as long as the process is running. Critical changes must be limited to vendor-authorized personnel only.
