Improve handling instructions for VTS CBR3750I messages

The IBM TS7700 hardware produces a lot of information, warning and alert messages in the format of CBRxxxxx – similar to DFSMSrmm and DFSMSoam messages – which may require operator intervention by the client to mitigate or fix errors before escalating to the vendor.
A large part is covered by the message ID CBR3750I in combination with Operation Codes or other additional information.
Compared to other z/OS messages, CBR3750I messages does not contain specific descriptions for the various OPxxxx codes, but rather refers to an IBM White Paper (TS7700 Notification Messages).
In the White Paper, on the other hand, only the message and the severity is described, but neither a possible root cause nor a user or system programmer's response is provided.
It is required to have a proper description, possible root causes and handling descriptions described in the messages.
