Ability to set a warning message when the TS7700 premigration queue utilization reaches certain % of the licensed TB.

There is no ability to set an alert to warn the end user that the premigration capacity utilization is at certain percentage of the licensed premigration TB. Having this ability will allow the end user to take a more pro-active action to prevent the premigration capacity utilization from crossing the premigration threshold setting thus helping to avoid missing SLA due to the TS7700 applying host write throttle. With Cloud Attach, this ability becomes crucial because there are much more factors that will impact the cloud offload throughput. Furthermore, this may help the end user running Sync Mode Copy to recognize that there may be some issues with the Sync pair cluster that may impact SLA. There should be a default value and option for end user to select.
