Allow clusters in TS7700 grid to have a local NTP source

Allow Each VTS within a TS7700 cluster to source it's time independently to avoid call -homes when their are WAN issues.

    Hi Phillip, thanks for reaching out. It sounds like you'd like to reduce errors reported when those clusters loose links to the time server? You can now customize the reporting using event notification log tuning in R4.1.2. The T7700 grid will keep in sync internally without issues.
