Allow expiration policy to be applied retroactively to existing TS7700 scratch volumes

When logical volumes are returned to a TS7700 scratch category, the Expire Time configured for that category at that moment determines their expiration timestamp.

If the Expire Time is configured or changed later, the new setting is not applied retroactively to volumes that are already in the scratch category. As a result, existing scratch volumes retain their previous expiration behaviour and their old data can continue to occupy physical tape capacity even though the logical volumes are already SCRATCH.

Reclaim can therefore continue treating this obsolete data as valid and move it between physical cartridges (reclamation process) instead of releasing the physical capacity.

There should be an option to apply the current expiration policy to existing scratch volumes, either for an entire scratch category or for a selected range of volumes.

This capability would help recover physical tape capacity and prevent large amounts of obsolete scratch data from occupying physical media much longer than necessary.
