VTS Physlib enhancement

For library maintenance operations, the TS7770T has to be put in Service Prep mode. Hence during all operations even planned ones, this cluster is unavailable.
From ATS: unfortunately the Physlib is not designed for "planned outages". See the Host Console request command whitepaper: "when the physical library is unavailable or heavily degraded." During TS3/4500 maintenance, the TS3/4500 comes multiple times "online" and "offline" to the TS7700T --> TS7700 behaviour may be unpredictable.
Client requests the use of PHYSLIB proactively in order to allow maintenance without Service Prep mode. When all operations will be completed, nominal state will be restored.

    The documentation will be updated to clarify that PHYSLIB may be used for planned as well as unplanned library outages.
