Inhibit reclaim schedules should respect local time instead of UTC.

Inhibit reclaim schedules are using UTC time. We have two times a year a time shift for summer time/normal time. After every time shift, the inhibit reclaim schedules are shifted one hour back or forward, because it always respects the UTC times. Therefore we have to adapt the inhibit reclaim schedules two times a year according to our migration workload.

When migration of logical volumes to physical tape is running, reclaim operations is highly reducing the migration performance/throughput. Therefore we need to adapt these schedules to our real migration workload times.

The migration workload is z/OS controlled and works with local time, but the TS7700 actually respects only UTC time.

It should be controllable by the user to use UTC or local time.
