Completely deactivate LI REQ support

Hello,

In a multi-tenant environment, where each tenant individually manages their RACF configuration, it would be important to have the ability to completely deactivate LI REQ support via the Hydra (web) Management Interface (MI) or through a REST API call on the TS7700.

Access to these functions is controlled through various RACF profiles in the OPERCMDS class, prefixed with MVS.LIBRARY.*. While some of the commands are display-only, others can affect the entire VTS, which is not desirable in a multi-tenant environment.

For example, a user ID with SYSTEM SPECIAL authority would be able to modify access lists, and there is no way to restrict this.
