Provide a touch file to prevent the TS7700 to auto create a specific construct name which is not yet defined

When the host is coming down during a mount (LUM) with a specific construct name which does not exist in the TS7700 definitions yet and the maximum unique name limit (255) has not been reached, this new specific construct (e.g. Management Class) will be auto created and assign the default actions for the cosntruct type. 
For example:

Management class[ABCTEST ]  Desc[Auto created by mount of volume TT0300 at 2025.06-18.13:18:02.318447]

Especially Storage Admins of IT Service Providers do not like the auto create behavior of the TS7700 since this may cause a mess of auto created constructs which is not desired. 
Instead a selectable option would be very helpful (either via LI REQ or a touch file) to let the customer decide to prevent the auto create function on the TS7700 and instead fail any mount coming down with an undefined construct name.

    The TS7700 was not designed to do what is being requested so it is out of scope for any of the microcode releases.
