Provide new LI REQ knob to choose the old and the new Premig method

At the code level lower than R5.0 PGA1, it uses old Premig method. Number of simultaneous Premigs becomes the maximum when total data size in Premig queue is larger than PMPRIOR. At R5.0PGA1 or higher code level, it uses new Premig method. Number of simultaneous Premig starts to increase gradually when total data size in Premig queue exceeds PMPRIOR. Number of simultaneous Premig increases in proportion to total data size in Premig queue, then it reaches the maximum when total data size in Premig queue reaches PMTHLVL. 

There are situation where new Premig method does not meet customer‘s requirement e.g. when priority needs to be set to the max. premigration performance. It is important to have a possibility that a customer can choose between both methods via a new LI REQ setting.

    A workaround has been devised that is available to the customer by calling support that currently meets their needs. This is not planned to be added in any upcoming release.
