TS7700 - Aligned cryptographic support for TLS

Regardless of the interface I'm using on TS7700 or TSSC, the TLS support must be the same on all interfaces like HTTPS and RYSLOG. All of them must be kept in synch and up to date (which is nowadays TLS1.3). Currently there is a mixture of possible TLS levels without an overview for the user what is in place where. Hence this shall be made transparent and configurable at a single place to which TLS version one would like to use.

    We are looking at an upcoming release post R6.1
