VTS - Simplify RSYSLOG and TLS configuration

Currently to enable RSYSLOG with TLS is cumbersome and not the same as on other interfaces like TSSC. As documented RSyslog - IBM Documentation one has to add specific certificates with an alias to enable or disable TLS for the RSYSLOG connections. However, for connections without client authentication it must be enough to have the trusted CA certificate(s) added and a simple check box to enable/disable TLS in the RSYSLOG panel. Besides that, a connectivity test and log must be available on for debugging. Currently one has to open a case and let IBM collect data which just produces unnecessary overhead for IBM and the client.

    A rough version was released with R5.4 PGA1, however we are reworking with RestAPI services to build a proper solution to this. Right now looking at a future release
