Automatically assign cartridges to volser range instead of keeping them only in VIO

Currently (1.11 firmware level) only 255 cartridges can be inserted in the library without running checkin libvol/label libvol as they fill up the VIO slots of the library.
As we often add a batch of a few thousands to increase capacity, this always causes big slow downs. 
Adding the required initial initialization required by LTO-9, we have to carefully use a checkin command so the cartridges change from Importing... into the status Normal freeing the VIO slots again.
Then we can add the next 255 cartridges. 

Why not move them directly through Importing to Normal so that one can run a checkin libvol for all cartridges in one go, no matter how many are imported.
Which logical library to use is already defined by the volser ranges for them. So there should not be any issue realizing that. For TSM/ISP it does not change much, as it inquires at the library too.
