install mounting brackets for PDU's in Factory for all drive and library frames

The IBM TS4500 (3584) ships mounting bracket PN 45E6651 and Pn 45E6652 ONLY if PDU feature code 1951 is ordered. It is impossible to get these brackets in the field. This is also the perfect place for a customer to install a bulk fiber termination 1U bracket.
If the 1951 PDU feature is installed there is still 1U of rack space left, enabling the implementation of a customer supplied bulk fiber termination bracket.
If the feature is not installed there is no adequate mounting location fro customer bulk fiber patching.

    We do have RPQ #8B3697 in place that provides the necessary parts for this. This RPQ was developed for customers wanting to supply their own PDU's, so it provides the necessary brackets to bolt in the PDU's. This hardware set would also work for this case of a customer wanting to supply their own bulk fiber patches.
