Enable changing local account passwords via CLI or RESTAPI

We have a security standard that requires passwords to be rotated every X days or after use use.   CyberArk manages the passwords for us.  In order for CyberArk to be able to manage a password we need a CLI or RESTAPI that can be called to invoke a password change.

With our current TS3500's we use the JAVA CLI to change the passwords .. this feature is missing from the TS4500 CLI.

java -jar TS3500CLI.jar -a {ip_address} --modifyUserAccount -id {userid} --pw {current_password} -u {userid} -p {new_password}
