Allow migration of Local Page DS volumes

Active Local Page DS volumes are the only volumes that cannot be migrated by TDMF.

However, when all active local pages on a volume are set into Drain mode (read only), there should no longer be I/O to the volume that TDMF cannot handle.

TDMF could utilize the Console to issue the MVS commands to drain all active pages on the volume during the init phase. When the migration is complete, the MVS command to reactivate the drained pages can be done during the termination phase. For a swap migration, the pages on the new devices will be reactivated. For a replica, the pages on the old devices will be reactivated.

A Local Page volume should be the only volume allowed in the session.

If TDMF cannot drain all local pages on the volume, the Init will fail and migration should not be started.
