CHANGE THE LIMIT OF THE PARAMETER IGNOREGDPS MORE THEN 16 LPARS

The TDMF parameter limit IGNOREGDPS is 16 lpar.
If we consider that a sysplex can have a maximum of 32 lpares, this
parameter could accept more lpares.
The The customer needs this parameter be changed for more then 16 lpars.

    This was delivered with APAR OA50535 and PTF UA82834 for TDMF 5.6. Note that PTF UA82834 is now superseded by UA82917 (OA51323). This support will also be included in TDMF 5.7
