SIP & SC: allow wildcards in the exclude list for storage reclamation

Storage Insights for Spectrum Control environment: "Reclaim storage" is useful, but customers need more handle on the exclude list. Now they can exclude volumes from the reclaim storage list, but customer wants to exclude certain partial volume names from the analysis, or at least from the result. E.g. all snapshots for backup which are by their use case not mapped to a host. If they could exclude all the *datasnaps* volumes (i.e. those that have "datasnaps" in their name) then the reclaim storage list would be very useful for them.
