Add the ability to use more"custom tag" fields with a tag manager

We are all familiar with the Custom Tag1, Custom Tag2, and Custom Tag3 fields but many of us find ourselves needing more tags for advanced filtering or for an ideal place to keep up with common attributes.  The new GUI seems to have this as a placeholder but it is currently still limited to 3 tags.  I also saw mentioned in (SSI-I-206) that the ability to rename the tag headers would be a great bonus too and this would help facilitate that request.  

What it is: The ability to have more than 3 custom tag fields with the ability to manage the header names and what options are available to select under each tag.  Think of this as a data validation table in Excel where only the listed words are available.  This will help keep data consistent across the same tag for reporting and analysis purposes.  

Why: This would allow SI users to better filter on their environment and be more consistent in the tagging of systems.
